As digital transformation accelerates and educational environments change rapidly, teacher professional development (PD) has become a critical factor in determining the quality of education. In particular, as online learning and blended learning (BL) became mainstream educational models following the COVID-19 pandemic, there has been an explosion of academic discourse regarding training methods that enable teachers to acquire new instructional competencies.
In response, a research team published a comprehensive analysis of extensive academic literature regarding the effectiveness and evaluation of online teacher professional development. This study takes the form of a meta-analysis of 115 papers published worldwide. It holds significant academic value by systematically organizing the success factors and limitations of teacher training programs conducted in both online-only and blended learning environments.
The analysis revealed that the greatest strengths of online PD are its high accessibility and flexibility, which transcend the constraints of time and space. Teachers viewed the ability to participate in training according to their own work schedules as a positive attribute. Additionally, the ability for teachers from diverse countries and backgrounds to connect via online platforms and share global educational trends was identified as a major advantage.
However, the study clarified that online PD is not a universal panacea. Simply migrating content to an online format is insufficient to achieve professional development goals. The 115 analyzed papers consistently highlighted several core challenges.
First, ensuring "active participation" was identified as the most critical factor. One-way, lecture-style online training struggles to guarantee high satisfaction. Instead, activities where teachers directly produce content and interact with peers—such as discussions, collaborative projects, and practice-based workshops—had a decisive impact on professional growth.
Second, the study pointed out that strengthening "field connectivity" is essential. When specific guidelines and feedback on how to apply theoretical knowledge or new technologies within an actual classroom environment are lacking, the effects of training remain limited to short-term satisfaction and fail to drive long-term change. Consequently, the study concluded that training programs must reflect real-world school issues from the design phase and integrate coaching and mentoring systems for post-application support.
Third, the importance of "technical support and community building" was emphasized. In an online environment, technical difficulties themselves can become barriers to learning. Therefore, technical support to improve the usability of training platforms is a fundamental prerequisite. Furthermore, the analysis suggests that online community functions—which allow teachers to continuously exchange information and receive psychological support even after the training period ends—are essential for maintaining professional competence.
In conclusion, this research emphasizes that for online teacher PD to be successful, it must go beyond simple "digitization" and incorporate "human interaction" and "close connectivity with actual educational settings" into its design. Based on these findings, educational policymakers should shift their focus away from relying on one-off training programs and toward building an ecosystem where teachers can learn continuously, collaborate with colleagues, and immediately apply what they have learned.
This comprehensive analysis provides direction for the teacher competencies required by future educational systems and is expected to serve as an important milestone in setting the direction of future academic research in pedagogy and teacher training.
