시험 점수가 아닌 실제 역량을 평가하자 —역량기반평가는 전 세계 교육 평가의 메가트렌드다. "무엇을 아는가"보다 "무엇을 할 수 있는가"에 초점을 맞추는 접근이다.
하지만 아무리 좋은 정책도 현장에서 실행되지 않으면 무의미하다. 이번 질적 연구는 베트남 대학에서 영어를 가르치는 EFL(외국어로서의 영어) 교사들이 CBA를 어떻게 인식하고 실행하는지 심층적으로 탐구했다.
교사들은 CBA의 이론적 가치를 대체로 인정했다. 학생의 실질적 언어 사용 능력을 평가할 수 있다는 점, 학습 과정에 대한 피드백을 줄 수 있다는 점에서 기존 시험보다 낫다고 보았다.
그러나 실행 현장에서는 상당한 장벽에 부딪히고 있었다. 첫째, 오랜 암기·시험 중심 문화와의 충돌이다. 학생과 학부모 모두 "점수"에 익숙해져 있어, 역량 중심 평가 결과를 신뢰하지 않는 경향이 있었다. 둘째,평가 기준 설계의 어려움이다. "말하기 역량"이나 "비판적 사고력"을 어떻게 객관적으로 측정할 것인가는 교사들에게 큰 부담이었다. 셋째,대규모 학급에서 개별 역량을 평가하는 것은 물리적으로 힘들었다.
이 연구의 메시지는 분명하다. CBA 도입은 정책 문서를 바꾸는 것으로 끝나지 않는다. 교사 연수, 실용적 평가 도구 개발, 학급 규모 조정, 그리고 무엇보다 교육 문화 전체의 전환이 함께 이루어져야 한다. 한국을 포함한 아시아 교육 환경에서 시사점이 크다.

Competency-based assessment (CBA) focuses on "what can you do?" rather than "what do you know?" — a global trend in education. But how does it play out in practice?
This qualitative study explored how Vietnamese EFL teachers perceive and implement CBA. They acknowledged its theoretical value — assessing real language use and providing process feedback beats traditional exams.
But implementation revealed significant barriers. First, the clash with a deeply rooted exam-oriented culture — students and parents don't trust non-score-based assessments. Second, the difficulty of designing rubrics for skills like "speaking competency" or "critical thinking." Third, assessing individual competencies in classes of 40-50 students is physically overwhelming.
The message is clear: CBA adoption doesn't end with policy change. It requires teacher training, practical assessment tools, manageable class sizes, and fundamentally, a cultural shift in education. Highly relevant for exam-heavy education systems across Asia.
